the inevitable ups and downs of incoming data, it appears the economy is growing at such a pace that absent policy action, progress, and reducing unemployment will likely be so for some time. in the meantime inflation is subdued, running at or below our long-run objective of 2%, while longer run inflation expectations remain well anchored. the federal funds rate were 3%, we would have in my view an open and shut case for lowering it. the complication, of course, is that the funds is at its lower bound which means we can't turn that dial further. we have to use unconventional tools such as land guidance about the future path of the funds rate. with respect to lsaps, my belief, this echos the views that chairman bernanke expressed at jackson hole, is that prior rounds of lsaps have placed a significant role in supporting activity and in preventing a worrisome undershoot of our inflation objective. the case is especially strong with respect to the first round of lsaps which was a very potent piece of policy action that helped to bring the economy back from the brink in 2009. however, we now fa

. in all three battleground states, voters by double digits believe the economy is getting better compared to the numbers back in july. >> and mark halperin, that may be the big takeaway from this poll. the race is getting much closer. nobody can predict what's going to happen. if you look at a big friend, thoug trend, you've got to look at a lot of americans in these swing states are looking at the economy saying things are getting better. >> it's clearly a huge factor and yet, obviously, the debate from denver is also a huge factor. i think, you know, we look a lot at the margin of error, and these numbers aren't shifting all that much. what's key is in a lot of the states the president is below 50. that's a danger sign for him. the economy is getting better. it all goes back to the electoral college. you play with the numbers, look at these polls, romney still has to win six or seven or maybe eight of the battleground states in order to take this. and right now he's not there. but he's in a better position clearly than he was a week ago. the economy getting better has caused romney to s

there is we have what we think is a diverse economy. we have a knowledge center in our education areas much like states like california and we were pretty good at job creation at the time he got sworn into office. and he immediately dropped us from 47th out of 50. and in the end that really doesn't surprise you. because when you look at the business experience he taughts. it had nothing to do with creating jobs it had to do with helping investors. i can tell you in my region of the state, which is the south coast area south of boston. our major initiatives he was awol in terms of working with legislatures, so job creation did not occur when he was governor. and when someone else succeeded him, we have come back to that we're ahead of the terms of the rest of the country right now in job creation. there is more to go nationwide and even in our state. but in massachusetts i know we don't want to go back and one of the things that is proof in the pudding is mitt romney never campaigns for president in massachusetts. campaign and white house were aware that they had a very ugly economy and the comments really do not get reelected under these types of economies. they have always come across as hungrier and more aggressive than the romney campaign. in almost every respect. they were ready for a fight from the get go. >> this is what makes the debate so puzzling. the campaign has been hungry. look at the advertising they have been running. really smart advertising. >> who is running the obama campaign? david axelrod? obama? who is running the romney campaign? is the family intervening? >> from the white house, david pluft was the campaign manager in 2008 when they were underdogs. now the senior adviser in the white house. he has the last word on most things in the campaign and in the white house. ji messina, the cam -- the campaign manager in chicago runs an organization carried on the run inside, romney, ceo. when people look back at that campaign, a big factor people will look at is how a this as a person could have created a campaign that has such fuzzy lines of accountability, a campaign management

the economy post-debate? we saw some shifting -- not a lot, but some shifting in mitt romney's favor. he's ahead on the economy in florida, ahead on the economy in virginia, but behind in ohio. it sort of tells me, that sort of explains the leads. maybe it's better, as good as any number that you have out there. >> sure. this is such an important question in terms of not only the right direction, which has gotten a little tighter in terms of people thinking things are heading a little better than they were, but in terms of the economy, romney in the driver's seat in those two states but not necessarily in ohio. and the favorable or unfavorable, very important here. romney lifted his favorabilities in all three states as a result of the debate. but in ohio, he's still upside down. obama still over 50 in all three states. so he didn't get hurt. romney got helped. the race got closer. >> we also had a conservative ideological advantage of conservative in the exit polls. what do you tell folks that look at those numbers? >> this tells you you can't weight your data by party idea. we've said

in this economy. that is one of the reasons we had last schools, about 38 schools submitted this round, where 10 or 12 years ago, we had close to 40 or 50. >> let's move to the format. tonight these two gentlemen will be seated, as were the vice presidential contenders in 2000. why is that? >> the commission has studied long and hard over the years and we think the nature and tenor of discourse changes when you are seated around a table. we recommend this time as we did four years ago that all of the debate other than the town hall meeting, which is different, which will be next week, all of them are seated at a table. four years ago, senator obama and senator mccain asked us to do one with the podium. they did the same this time with the governor and the president. we are not going to argue about the format as long as they don't touch the integrity of the format itself. we think a better format in getting full discussion of issues in depth of discussion of issues is when you are seated at a table, rather than standing behind a podium. >> no one is more aware than you of all the discussion, and

for women it isn't about abortion, reproductive rights, they care about issues around the economy, around jobs, around deficit, around education. that's how they are making their case to women. >> well, it's interesting, governor romney was asked again in ohio yesterday to clarify his stance. let me play his latest response. >> i think i've said time and again, i'm a pro life candidate and i'll be a pro life candidate. the actions i'll take immediately will be to remove funding for planned parenthood. >> so, mark, that comment comes after several articles pointed out that conservative women organization, particularly susan b. anthony, have basically put out a letter calling out governor romney on his pledge to fight for legislation that is favorable to where they stand on the battle for abortion. >> tamron, we did see from governor romney a market shift in tone in his comments to the des moines register. >> is it being too kind to say a shift in tone? >> that is the way you look at it. he was talking about legislation before him. clearly that is something he wouldn't have said during the

news. we all hope the economy starts coming back around, that people get back to work. if you look at second quarter growth numbers this last year, those have been adjusted downward to 1.3%. you still have fuel prices of more than doubled since the president took office, health insurance costs are up 29%, college tuition up 25%. as i said earlier, incomes are down. and so we've got serious economic problems in this country that need to be addressed that aren't being addressed. we need to change the direction of the country. that's what a romney-ryan ticket will do is a different approach, it's not based upon the expansion of government in washington, d.c it's expanding the private economy where good paying jobs are really created, getting americans back to work, getting the economy growing again. and making it a more prosperous future for our children and grandchildren. i think you'll see great contrast and americans will have a very clear choice about two different visions for the future of this country. i believe that will come out very clearly in the debate this evening. >> shep

is in the mid 1980s there was the farm economy which basically collapsed in the midwest. what you had was a much worse economic environment in those states and the rest of the country, you had a republican in the white house, two terms of reagan. the voters seemed to take it out on the incumbent party in a way that didn't happen anywhere else. i'm looking at, for instance, a state like ohio where obama has been consistent. the economy is better in ohio than it is around the country. you have the auto bailout that obama put in place has clearly helped that state. could it be that he has a leg up in a state like ohio and a few others like iowa that he doesn't have anywhere else in the country and there are two separate elections? i'm seriously wondering. >> there's a point to what you're making partly because if we go against steve on the numbers we're going to lose. >> who would do that. never. >> there is definitely noise in the national number because there are states in the south and appalacia where obama's numbers are depressed and other states where it's closer. all of that factored into the
